This is due to a variety of reasons, ranging through players losing individual name to merges damaging the unique community of a server. Blizzard, Aggrend writes, doesn't like any solution that could force a huge majority of players things they don't want to, which is the case with server mergers.
Aggrend writes that the subject is a big one, and that it might be too large for an online discussion. That's why the team is planning to host an interactive chat session in conjunction with members of the WoW Classic forum to discuss server issues and other concerns. Aggrend states that more information regarding the community chat will be announced in the next few weeks.
The issue of server imbalance and mergers isn't exclusive to WoW Classic. The Amazon MMO World of Warcraft has also had issues with the issue since it was getting into the process of merging low-population servers into one another.
