If we take away the distinction between eagle eyes, it's a choice of +5 percentage damage AND accuracy as opposed to OSRS GP +21% accuracy. By removing the +5% accuracy gained from accuracy by multiplying by 1.05 it comes down to +5 percentage damage or +15.5% accuracy. hmm.
Also , remember that a chaotic recharge with a mix of tokens and gp costs 20k tokens. I'm not certain of your current rates but keep in mind that eventually you will be able to achieve floors that give 20k tokens for each. These floors could take 23-28 minutes, and I doubt that you'll be able to make 2 mil when frost is present, it's beneficial to just employ tokens to fix the floor.
In the meantime, you won't be able to have that many tokens quickly, it is important to remember that there is a limit to the use to tokens and that there is no change in their value (meaning that the tokens you're earning now are equal to those you earn when you are 120 Dung). A good example is the idea of storing your effigies till you can make them yourself. Either method, the ultimate reward will be exactly the same (Dragonkin Lamp), the only difference is the things you'll give up while getting there (in the case of xp, it's different skills).
So , the basic idea It's simple: Purchase CCB and recharge chaotics with tokens. Based on 2 dungeons a hour at 20k tokens for each, that's 40k tokens or an equivalent to 3.6m. It's a good idea... but not everyone is 120 dg. I don't have a good team and I earn on average 10-11k tokens per hour, equivalent to 0.9-1m. Yeah, that's less than the amount I earn through other jobs.
What I'm suggesting is: If you already have a good range damage bonus (ie. Void) you'll need CCB because it increases the probability of those frequently occurring high damage. If you're wearing a more precise armour (ie. Armadyl) you'll want Rigour because you're hitting quite often, so it's possible to buy OSRS gold make each hit more powerful.
